April 2026: Low-wage LMIA applications are frozen in 30 major metro areas until July 9, 2026. Rural employers may now hire TFWs up to 15% of workforce (up from 10%) through March 2027.
Work Permits in Canada
Canada offers over 100 different pathways for foreign nationals to work legally in the country. They all fall under two programs: the Temporary Foreign Worker Program (TFWP), which requires a Labour Market Impact Assessment (LMIA), and the International Mobility Program (IMP), which is LMIA-exempt.
The TFWP is jointly administered by ESDC and IRCC. Employers must prove no qualified Canadian is available by obtaining a Labour Market Impact Assessment (LMIA) from ESDC before hiring a foreign worker.
The IMP is administered by IRCC and exists to promote Canada's broad economic, social, and cultural interests. Because the policy goals are broader, no LMIA is required. Employer pays a $230 compliance fee instead.
