Overview

How Quebec Immigration Works

Immigration is an area of shared federal-provincial jurisdiction in Canada. Quebec, however, has more immigration authority than any other province. Since 1968, Quebec has operated its own immigration ministry and has gradually obtained greater authority to select its own skilled workers.

Today, Quebec is responsible for selecting all skilled workers who wish to immigrate to the province. The federal government is responsible for admitting those immigrants through the permanent residence process. This creates a mandatory two-step process for all Quebec economic immigrants. Apply to Quebec's Ministry of Immigration. If approved, you receive a Certificat de sélection du Québec (CSQ).

French Proficiency is Now Mandatory

As of recent legislative changes, French language proficiency has become mandatory for all Quebec economic immigration programs. Quebec is the only province in Canada where French is the sole official language, and the province places strong emphasis on linguistic integration. Proficiency requirements vary by program but are assessed using the Quebec scale of French language proficiency. In addition, sponsored spouses are now required to demonstrate at least a level 4 spoken French proficiency.

Skilled Worker Selection Program (SWSP)

Formerly QSWP

Quebec's main economic immigration stream for foreign skilled workers who want to become permanent residents and reside in Quebec. The SWSP uses a points-based selection grid that evaluates candidates on language proficiency, education, work experience, age, and adaptability factors.

Quebec selects immigrants based on its own demographic and economic needs, with annual admission targets set each year.

The Two-Step Process

CSQ - then Federal PR

Every Quebec economic immigrant must complete both the provincial and federal steps. Neither step alone is sufficient for permanent residence.

Apply for CSQ
Submit your application to Quebec's Ministry of Immigration (MIFI) under the relevant Quebec program. Quebec issues its own Certificate of Selection (CSQ) independently from IRCC.

Receive Your CSQ
A CSQ confirms Quebec has selected you as an immigrant. It is not permanent residence - it is Quebec's agreement to nominate you. The federal PR step must still follow.

Apply for Federal PR
After receiving your CSQ, you submit a federal permanent residence application to IRCC. Both the provincial and federal steps are required to become a permanent resident.

Medical & Background Checks
Complete medical examinations and provide police clearance certificates. IRCC conducts its own admissibility review entirely independent of Quebec's assessment.

Receive COPR & Land
Once IRCC approves your application, a Confirmation of Permanent Residence (COPR) is issued. You become a permanent resident upon landing at a Canadian port of entry.
