Canada Launches Innovation Stream Pilot Program for 2 years
On April 15, 2024 Canada announced a new 2 year innovation stream pilot program. This program will attract highly skilled foreign workers without the need for an LMIA on work permits which could be valid for up to 5 years. Spouses of these workers will also be eligible for open work permits. This new program will run until March 22, 2026.
This new work permit, called the Global Hypergrowth Project (GHP) is a new service from the Canadian government that helps “Canadian” companies grow their workforce without needing a Labor Market Impact Assessment (LMIA). This article will explain the pilot, the benefits, and how it affects both employers and skilled workers alike.
Overview:
The Innovation Stream Pilot is created to simplify hiring for high-growth Canadian companies in the GHP. Before, companies had to show that no qualified Canadian candidates were available for a job before hiring foreign workers. This requirement often slowed down hiring. Now, with this pilot, companies don’t need to get an LMIA, so they can quickly recruit top talent from around the world.
Key Features of the Innovation Stream:
Exempt from LMIA: Only the 8 Participating companies do not need to go through the traditional LMIA process, which involves proving that no Canadian workers are available for the job.
Extended Work Permits: Foreign workers can obtain work permits valid for up to 5 years, if eligible, providing ongoing stability for both the employee and the employer.
Pilot Duration: The pilot is scheduled to end on March 22, 2026, giving the 8 named companies a significant window to maximize the opportunity of this streamlined program to hire skilled workers.
Eligibility Requirements:
The Eligibility Requirements for an innovation pilot work permit are listed below:
Foreign workers who want to apply for a work permit under the Innovation Stream Pilot should have a job offer from one of the eligible 8 Canadian employers listed under the Global Hypergrowth Project.
The job offer must be in a TEER 0, 1, 2, or 3 occupations.
The Innovation Pilot job offer has to be submitted using the IRCC Employer Account.
Wages offered should equal to or more than the median hourly wages set for the region.
Applicants must have the skills and qualifications required for the job they are applying for.
Immigration officers will ensure that applicants meet the education and experience requirements for the job.
List of Eligible Companies taking part:
Eight Canadian Home Grown companies can hire foreign nationals without needing an LMIA:
Interested workers should visit the career pages of these companies, or set up search alerts on the online job sites to see which opportunities match their skill set, and qualifications, as this is not specifically limited to tech occupations. The program cites needing a job offer in TEER categories 0, 1, 2 and 3 occupations, which covers a vast spectrum of job profiles.
Impact of the Innovation Stream Pilot:
The Innovation Stream Pilot under the Global Hypergrowth Project (GHP) embodies a significant leap forward in enhancing the Canada’s ability to attract and retain skilled international workers. By removing major obstacles such as the LMIA requirement and offering extended work permits, the pilot supports 8 select Canadian homegrown businesses in leveraging critical skills needed for growth and innovation.
As the pilot progresses until 2026, its impact on facilitating faster, more efficient immigration processes and bolstering economic sectors across Canada will continue to unfold.
